Lauren Sheets Jarrell of the organization that makes the list, ATRA, tells us what they look for, how they do it, and....what for it...the top 10 for 2019-20.  She also talks about ATRA's efforts to eliminate the "seat belt gag rule" that prohibits defendants from telling the jury that the person suing failed to where their seatbelt despite state laws that make wearing them mandatory.  Yes, there is such a thing.
